Green Belt and Grey Belt Development: Understanding the Opportunities and Challenges

Evans Jones secured planning permission for three new dwellings at The Paddocks, Swindon Lane, Cheltenham—a challenging site located within the Gloucester-Cheltenham Green Belt and outside the Principal Urban Area, where new residential development is generally resisted. Planning permission was granted by Cheltenham Borough Council in June 2026

The project required a carefully considered planning strategy to demonstrate compliance with Green Belt policy while addressing a wide range of technical constraints, including landscape impact, highways, arboriculture, ecology, drainage and biodiversity.

Working alongside a multidisciplinary consultant team, Evans Jones led the planning process, negotiated amendments to the scheme and successfully resolved concerns raised by consultees. The final proposal incorporated enhanced landscaping, tree protection, biodiversity measures and a high-quality design that respected the character and openness of the Green Belt.

The Council concluded that the revised scheme represented an acceptable and sustainable form of development and granted full planning permission.
