Tewkesbuiry Borough Council approve application for change of use from retail(A1) to professional services (A2)
Planning permission has been granted for the change of use of a commercial unit at 21 St Johns Avenue in Churchdown from A1 (retail) to A2 (financial and professional services). The existing shop which lies just outside the main St Johns shopping parade, will be converted to create a new estate agents office for the Gloucestershire-based Property Centre. Property Centre
Despite numerous objections Tewkesbury Borough Council planning committee determined that the use was acceptable within the settlement boundaries, and that the use would have no adverse impact on highway safety or residential amenity.
Objections on the grounds of competition in the area were raised, but the Council acknowledged that the planning system does not exist to prevent commercial competition between different businesses, and it is up to the market to decide whether there is sufficient capacity within the local market to sustain a proposed business.
Sara Bagshaw Planning Specialist at Evans Jones LLP commented:
“The application generated a surprising amount of interest from local businesses and residents who were concerned that the proposed use would generate additional traffic and result in the loss of a valued retail unit.
The planning committee ultimately accepted our submissions that this was a wholly appropriate use in this location”.
